CS3 Extended. CS4 is great by the look of it but wouldn't upgrade at this stage.

Cs4!

I'm using CS4 at the mo.
I really enjoy it so far.
(Going from 7.0 to CS4... big difference.)

I know people who have GIMP and it's pretty good for a free program.
It has worked for me, but I know a lot people that use it.

As for Photoshop, Elements 5 (PC) or Elements 4 (Mac) are the best versions. These are probably the best for digital art.
